The Herald-Mail ONLINE - School accuses 5-year-old of sex harassment (print view): "HAGERSTOWN - A kindergarten student was accused earlier this month of sexually harassing a classmate at Lincolnshire Elementary School, an accusation that will remain on his record until he moves to middle school.
Washington County Public Schools spokeswoman Carol Mowen said the definition of sexual harassment used by the school system is, 'unwelcome sexual advances, request for sexual favors and/or other inappropriate verbal, written or physical conduct of a sexual nature directed toward others.'
Mowen said that definition comes from the Maryland State Department of Education.
According to a school document provided by the boy's father, the 5-year-old pinched a girl's buttocks on Dec. 8 in a hallway at the school south of Hagerstown.
Charles Vallance, the boy's father, said he was unable to explain to his son what he had done.
'He knows nothing about sex,' Vallance said. 'There's no way to explain what he's been written up for. He knows it as playing around. He doesn't know it as anything sexual at all.' " |

My Way News - Report Says Berger Hid Archive Documents: "WASHINGTON (AP) - President Clinton's national security adviser removed classified documents from the National Archives, hid them under a construction trailer and later tried to find the trash collector to retrieve them, the agency's internal watchdog said Wednesday.
The report was issued more than a year after Sandy Berger pleaded guilty and received a criminal sentence for removing the documents.
Berger took the documents in the fall of 2003 while working to prepare himself and Clinton administration witnesses for testimony to the Sept. 11 commission. Berger was authorized as the Clinton administration's representative to make sure the commission got the correct classified materials."

Graham attacks low Wal-Mart prices

Sen. Lindsey Graham is unhappy with President Bush again. This time it's because prices are too cheap at Wal-Mart, and it's Bush’s fault. Let's backtrack a little. Senator Graham and his friend, Democratic Senator Charles Schumer of New York, have been the leading critics in Congress of China for allegedly manipulating its currency.
What does that mean and why should you care? It means that China has allegedly artificially depressed the value of the Chinese yuan compared to the American dollar. It takes 40 percent more yuan to buy a dollar than it should, or so goes the charge. Why does that matter? If a United States company produces a computer chip that costs, say $20, and it took five yuan to buy one American dollar, it would cost the Chinese consumer 100 yuan to buy the computer chip. But, if the yuan is deflated by 40% and it takes 7 yuan to buy one dollar, then it costs the Chinese consumer 140 yuan to buy the chip. The Chinese can afford fewer American computer chips and that hurts the computer chip business, which employs American workers.
Now, let's look at the flip side. Let's say the Chinese can make T-shirts for 10 yuan, and there’s a big market for T-shirts in America. If the exchange rate were five yuan to the dollar, the shirt would have to sell for more than $2 for the Chinese to make a profit. But if the exchange rate is 7-1, the shirt would start making a profit after $1.40. That means an American T-shirt company would have to be able to make T-shirts for $1.40, instead of $2, to compete with the Chinese. To do that, they may have to pay their employees less than they otherwise would.
So goes the Graham-Schumer et al argument. They want the U.S. government to either convince the Chinese to quit deflating the yuan, or to impose a big tariff on Chinese goods entering the United States. The Bush administration has determined that it cannot cite China as a currency manipulator. Democrats (and Sen. Graham) are furious with the administration finding, and have promised hearings on the matter next year.
Either of the actions favored by Graham and Schumer would raise the prices at Wal-Mart – and other places too of course. That apparently is what they want, in order to help American producers. They have chosen to side with producers over consumers in the belief that their position will improve the American job market.
I disagree. So far this year, Americans have purchased $243 billion worth of goods from China. If we forced the Chinese to inflate the yuan by 40 percent, those goods would have cost $340 billion. But we didn’t have $340 billion to spend on that stuff. We had $243 billion. If prices were higher, we would have bought less stuff, which would not likely have helped American jobs, but would probably have depressed Chinese jobs. I can't guarantee that would have been the effect, but I know this for sure. When prices are lower, people buy more stuff. When they are higher, we buy less. When we buy less, companies need to produce less, and they need fewer workers. Exactly where the job gains and losses occur when prices go up and down is less predictable.
The Chinese may be hurting our workers by deflating their yuan, but they are hurting their consumers more. American politicians, including Sen. Graham, want to follow the Chinese model of trying to help producers by hurting consumers.
The U.S. unemployment rate has hovered around five percent for some time now, while the last reported Chinese unemployment rate was over nine percent. The only time since the great depression that the U.S. had a nine percent unemployment rate was when Jimmy Carter was finishing his first and only term as President. President Reagan helped bring that rate down with lower taxes and free trade policies. Let's not go back to the Carter glory years by forcing higher prices on U.S. consumers.
Sen. Graham needs a healthy dose of economic philosophy from Adam Smith, Milton Friedman and Walter Williams, and a little less influence from Chuck Schumer.

Are you willing to spend 15 cents a day for space exploration? I am. I'm one of those silly, romantic fools who thinks man's primary purpose is to explore. We're the only ones intellectually equipped to do so (on earth anyway), and the universe is so vast, it begs for exploration. I'll happily chip in 15 cents a day to help NASA explore the universe. That's what NASA Administrator Michael Griffin says it costs - 15 cents a day for every man, woman and child in the U.S.
I'm glad he broke it down that way. I've seen others break down spending that way too, and it gave me an idea. Let's break down all government spending at all levels that way. Some clever think tank needs to collect the data on government spending for national defense, Social Security, Medicare, Medicaid, public education, immigration control, highway construction and maintenance, mass transit, airports, space exploration, foreign aid, etc. To keep the project from getting out of hand, let's make it the top 100 government expenditures, and break the spending down to a dollar amount per American, per day.
That would be a good way to personalize something that almost no one understands. It is nearly impossible to grasp government spending. As a result, too few people have any idea how much we spend on what. Even if you say that we spend $500 billion a year for Social Security, what does that mean to the average American? Well, it breaks down to $1,666 each, or $4.56 a day for every man woman and child. If you're a family of four, your family’s fair share of the bill is $18.26 a day or $6,666 a year. By knowing that, you have a better idea of whether you think Social Security is too expensive, whether we skimp on Social Security spending, or whether it's just about right.
Let's do that same thing with the top 100 things for which government collects and spends our money – at all levels of government. Maybe then, people can start to focus on where we spend too much and too little, based on their own perspective of the worthiness and importance of various government services.
So far, we know that Social Security costs you 30 times as much as space exploration. Is that about right, or would you like to spend more or less on one or the other? Assuming you're an average American, contributing an average amount in taxes, how much of your money does the government, at all levels, spend everyday on building and maintaining highways? How much on mass transit to ease the congestion on highways? I have no idea. If I did, I might be better able to decide whether to support or oppose more highway and/or mass transit spending.
These are all very knowable figures. It would be a great project for a policy think tank, and the product would be a very useful research tool for college students and professors, politicians, the media and the general public. It would provide people with a common understanding with which to debate spending priorities.
Of course, very few people contribute an "average" amount in taxes, but I think most of us can imagine what we think that "average" person should be required to contribute for one government service or another. It doesn't take too much imagination to step into that average person's shoes and decide whether he is overcharged or undercharged for a common need.
For the record, total government spending at all levels in the U.S. is now about $4.3 trillion a year. That breaks down to $40 a day for you -- $160 a day for a family of four. If you think that's about the right amount for your family to contribute each day, then please disregard this dispatch.

"Snipet" (pronounced: snipe - it) is not a word.It is a derivative of two words: "Snipe" and "Snippet".
Miriam Webster defines Snipe as: to aim a carping or snide attack, or: to shoot at exposed individuals (as of an enemy's forces) from a usually concealed point of vantage.
Miriam Webster defines Snippet as: : a small part, piece, or thing; especially : a brief quotable passage.
In short, "Snipets" are brief, snide shots at exposed situations from a concealed vantage point.
